HOA Assessments, Fees & Fines: Lea Hill Village

The following is the delinquency policy, fine policy, and schedules for fees and fines, as provided for in the Declaration of Covenants, Conditions and Restrictions of Lea Hill Village Home Owners Association and RCW 64.38.020.

Schedule of Fines

The rules and regulations and fee and fine schedule contained in this site were adopted by the Board of Trustees as authorized by the CC &R's of Lea Hill Village Home Owners Association and the Revised Code of Washington 64.38. Following is the fine structure that will be used in accordance with the rules and regulations. This version was finalized (previously adopted unanimously at the July 2018 Board of Trustees meeting) on 9/16/18 and will go into effect on 11/1/18, having given 30 days’ notice via USPS.

There are 3 categories of fines:
L=LESSER 
M=MODERATE 
S=SERIOUS

Next to each regulation listed in the rules, you will find an L, M, or S which pertains to the above categories. Most regulations listed will be lesser or moderate. The serious fines will be used for such things as health hazards or safety hazards.

Below you will find the dollar amount associated with each fine:

 You will receive a notice in the mail if you are in violation of any rules/regulations. A separate notice will be sent for each different category of violation.

1) You will be given a courtesy warning followed by letters and fines. With each notice you receive, you will have 14 days to come up with a solution OR TO CONTACT US for a hearing. You may also contact us to work out a plan of action so you can avoid any fines.
2) If we do not hear from you within 14 days from mailing of the initial notice, and the violation still exists at that point, you will receive your next notice, which will notify you of the imminent fine if not corrected or contacted to make arrangements within 14 days (see table).
3) Again, if we do not hear from you within 14 days of the 2nd notice, and the violation still exists at that point, you will receive a 3rd notice, accompanied by a fine (see table).
4) Again, if we do not hear from you within 14 days of the 3rd notice, and the violation still exists at that point, you will receive a 4th notice, accompanied by a fine (see table).
5) Every 30 days thereafter, a letter will be sent to you with a fine at the 4th notice level until the issue is resolved.

Note: Once you get the first warning on any given regulation, you will be on probation for 6 months. For example: You have an appliance in your yard, and you get a warning. You remove the appliance within 30 days to avoid a fine. Done. 3 months later, another appliance appears in your yard. You will not start over with a warning, you will automatically get the next level of fine.

 November 2000 version were in effect until the above changes were instituted.
